March 8, 2010: Leonard was appointed by Gov. Arnold Schwarzenegger to head the state Consumer Services Agency. Leonard steps down from his 2nd Distrcit seat on the Board of Equalization and will be replaced by his chief of staff Barbara Alby. Alby is a 2010 candidate for the same seat.

2002: Leonard was elected to the Board of Equalization.

1996-2002: Leonard served in the state Assembly.

1988-1996: Leonard served in the state Senate. He served as Senate Republican Caucus Chair from 1990 to 1996.

1978-1988: Leonard served in the state Assembly and as Assembly Republican Leader in 1997 and 1998.

His professional background is in real estate and property management. He holds a B.A. in history from UC Irvine and did graduate work at California State University, Sacramento.
