March 2010 - current Espinosa is a senior advisor to Assembly Speaker John A. Pérez. Espinosa advises on policy and budget issues related to higher education, California-Mexico bilateral relations and serve as the Speaker's liaison to the California Latino Legislative Caucus.

May 2008 - March 2010 Espinosa was a senior advisor to Assembly Speaker Karen Bass
California State Assembly, advising on policy issues and managing her legislative program and special initiatives.

October 2006 - May 2008 Espinosa was policy director to Assembly Majority Leader Karen Bass, providing day-to-day supervision of Bass's office and legislative and policy agenda.

February 2004 - October 2006 Espinosa was division chief for Program Administration & Services at the California Student Aid Commission. Espinosa served as a member of the California Student Aid Commission Executive Management Team, overseeing the administration of the Commission's state financial aid programs, including the Cal Grant Program, and services provided to students and over 400 postsecondary educational institutions.

October 2000 - February 2004 Espinosa was principal consultant on higher education to the Assembly Budget Committee. Espinosa advised the members of the Assembly Budget Committee on all matters related to higher education portions of the state budget.

December 1999 - October 2000 Espinosa was a legislative aide to Assembly Speaker Antonio Villaraigosa
