Elected President of the California State Employees Association (CSEA) on October 6, 2007 defeating incumbent president, J.J. Jelincic, with a vote of 539-438 on a platform of ending internal strife between the four affiliated organizations that make up CSEA.

During his first two-year term, he made it a priority to unite the affiliates on common ground issues. He lead the development of a strategic plan for CSEA that delineated goals for the Association that are exclusive of affiliate goals but are also complementary. At the last General Council in September, 2009, Hart was elected to a new three-year term with broad support in all four affiliates, 704 to 269.

At the time of his election in 2007, Hart was an engineering technician in the Department of Water Resources and was backed by the leadership of Service Employees International Union Local 1000, the largest of the four affiliate unions inside CSEA.
