May 8, 2013 Governor Jerry Brown appointed Mitchell to represent the South Coast Air Quality Management District on the the California Air Resources Board.

2001-present Mitchell is a principal at Judith M. Mitchell Attorney at Law.

1999-present Mitchell is a member of the Rolling Hills Estates City Council.

Mitchell serves on the governing board for the South Coast Air Quality Management District and the regional council of the Southern California Association of Governments.

2009: Mitchell served as president of the League of California Cities.

1985-2001: Mitchell was partner and senior litigation associate at Huang P.C., Lawyers.

1979-1983: Mitchell was an associate at the Law Offices of Russell Iungerich from 1979 to 1983.

Mitchell is a past chair of the South Bay Cities Council of Governments.

Mitchell earned a juris doctor degree from Loyola Law School and a master of arts degree in German literature from the University of California, Los Angeles.
